Considering Service Levels and Human Capital in Strategic Investment Planning

This guide presents resources that offer information on service levels, agency support functions, human resource management and human capital - assets that are often omitted from strategic planning.  Articles and papers that are available through open access link to the full-text, either with a direct link or as a PDF. Articles that are available through subscriptions held by the ODOT Library or the Oregon State Library were downloaded and attached as PDFs.  Items that are not available full-text can be acquired by the ODOT Library through interlibrary loan; these are indicated by a note after the title.  The links for these articles lead to the full abstract.  In all cases, hovering over the title gives an abbreviated abstract.
