Insurance Division Advisory Committee

This committee is one that I’ve worked hard to shape into what it is today. I believe it’s been around for 15 years now. They operate informally since it is not a statutory committee.

Given the defined focus of the committee (insurance) we’ve created 3 categories of participant. Four insurance agents, four consumer advocates, and four insurance company reps. Additionally the make up of each category of membership is split amongst different insurance interests. Life, Health, Auto, Home, etc.

Some of the members have been serving since the start, but I try and keep it as fresh as possible.

As for recruiting, we send out a solicitation  to groups that meet the category of membership we are looking for. If an agent leaves, we recruit an agent. We also try and keep geographic distribution as balanced as possible.

As for the Insurance Companies, we have two long standing members who are domiciled in Oregon. In a way they have a seat on the committee that is filled over time by different people.

This is a Governor-appointed committee. No advertisement is sent out or posted.  Candidates can submit applications at any time. They apply through the Governor’s Boards and Commissions page, the application and interest form goes through the process.  When there is an opening, then the  applications are reviewed.  Ours are 4 year terms and can be considered for a consecutive 4 year term if they so wish and the committee votes and approves it. The Director makes recommendations to the Governor. We aim at keeping our committee very diverse, so that we get a great representation of all our veterans.

Employment Advisory Council

Council members are appointed by the Governor. When a position on the Council is open, the Employment Department and Council conduct external outreach to identify and recruit potential candidates. The Employment Department Director, in consultation with the Council, is responsible for nominating individuals for consideration for appointment by the Governor. Individuals nominated for consideration must complete the Executive Appointment Interest form and submit to the Governor. In addition, while candidates are generally nominated by the department, interested parties can also submit the Executive Appointment Interest form to the Governor’s office at any time, and their application will be added to the Council’s file for consideration if a seat on the Council opens.

Members of the Employment Department Advisory Council are appointed by the Governor. Those interested in joining the Advisory Council must complete and submit the Executive Appointment Interest form. Applicants are also asked to provide any supplemental materials such as a resume or statement of interest. Applications are sent to the Governor’s Executive Appointments group, which manages appointments for state boards and commissions. Additional information on the appointment process is available on the Governor’s website.

The Council members should represent Oregon businesses, statewide business organizations, third party administrators, labor organizations, and organizations that support underrepresented or underserved populations. When nominating members for the Council, the department director and Council strive to assure a diverse balance of representation. The Employment Department also seeks opportunities to involve representatives of the tribes in advisory roles for the department. The Employment Department Advisory Council is required to include four members representing employers, four members representing employees, and two members representing the public. At least one Council member should also be a member of the Oregon Workforce Investment Board.

Employment Department Advisory Council members are nominated to the Governor by the Employment Department Director, in consultation with the Council Chair and current Council members. Council members are appointed by the Governor

Workers' Compensation Management-Labor Advisory Committee (MLAC)

The MLAC positions are under the Governor’s executive appointments process.  

In regards to solicitation and screening of prospective members, stakeholders within the scope of the workers’ compensation system often provide information to the Governor’s policy staff. I don’t recall official advertising for positions…if anything, there may be outreach to stakeholders for potential members.

 

There isn’t a set of screening criteria per se – while DCBS has recently been able to talk to possible appointees, it is akin to informal vetting. I believe stakeholders can also provide input, but that all takes place within the Governor’s office, who determines final appointees.

State Forestry Advisory Committee

Yes we do advertise vacancies on the committee.  Each member serves a 3 year term and then positions become vacant.  They are encouraged to re-apply, but we also do a press release and advertise the vacancy.  We also encourage committee members and ODF employees to reach out to contacts in their community and encourage others to apply.  We advertise via a State Forests “online community” web blast also.


There is not a set criteria [for screening prospective members], mainly a review of the applications submitted by the advisory committee and discussions on which candidates could add the most value to ODF.
An Advisory Committee has been established to assist in committee membership selections.  The Advisory Group is made up of 2 external members of the Forestry Community who provide guidance and advise to one of the Committee Chairs (ODF Leadership).  Here is the direct info from the Charter:

Selection of Committee Chair and Members:
The Advisory Committee shall solicit candidates for the vice chair position from the existing membership.  The committee, via the chair, will provide recommendations to ODF on the vice chair candidates.  Vice chair will be confirmed by ODF..   The vice chair will replace the chair when their term expires.
For the remaining committee positions, ODF will solicit nominations from interest groups and individuals. ODF will utilize a Selection Advisory Committee to review the applications and advise the Department about final selection of committee members

To provide flexibility, additional members may be appointed as needed in consultation with the committee.
 

Oregon Consumer Advisory Council

When there is an opening on the Council/OCAC, we send the announcement and application out to our Oregon Health Authroity(OHA) Health Systems Division(-HSD) list serve and ask HSD staff to send it to all their stakeholder e-mail lists.  We post it on the OCAC webpage. We do post it on the Oregon Consumer Activities Facebook Page but no other social media.   We don’t put it in newspapers.

I have attached the application and the scoring rubric so you can see the questions they are asked and scored on. Members of OCAC Development Committee individually score the applications, then they add up the individual points  and discuss the reasons for their scoring.  There is usually a couple of applicants who score high and members discuss the results.  They come to a consensus ( sometime it is so close, they vote) . The OCAC Development Committee takes their recommendation to the full Council and they vote to recommend to OHA that they appoint the application as a member of OCAC.

I as staff for OCAC take the recommendation to Royce Bowlin, the Director of Behavioral Health for OHA- Division of Policy and Analytics (HPA) in a formal memo. The Director usually accepts the recommendation and appoints the applicant for the three year term. 
I have also attached the OARS that support the implementation of the Statute creating the Council.
