Advisory Committees Associated with ODOT

ODOT has a number of advisory committees - some of them Governor appointed; others appointed by the Director or others.  Governor-appointed committees have a standard application/interest form; other application forms are specific to the committees.  For each committee, the website URL and name of the agency contact is provided. When available, the application form, membership list and other information of interest is attached. The text comes from the contacts' responses to an email.

Driver Education Advisory Committee

When we have a vacancy, we send an eBlast out to the driver education community both for volunteers and ideas on how to reach new positions that aren’t necessarily part of our culture.For example, we used word of mouth to find someone on the Insurance Bureau (Now office of Financial Standards) for our “at large” position.

Currently, the application is used to screen potential applicants.If something shows (or doesn’t show) on the application that is not “in the lane” of what we’re looking for, the application goes no further.After a group of applicants is set, we do run them through the current advisory for discussion on whom we might wish to forward to our division administrator (Troy C.) for his approval and recommendation to the OTSC (Oregon Transportation Safety Committee).I then send their application with a letter from our office, recommending the applicant for consideration.

Applicants are interviewed by the OTSC (mostly by phone) and, if approved, are acknowledged and invited to the next quarterly meeting of the DEAC (DE Advisory Committee).

Winter Recreation Advisory Committee

Most of the Winter Recreation Advisory Committee members represent specific organizations so they aren’t “recruited”.  When there is a vacancy we contact the organization and ask them to provide us with their representative.  That representative completes a simple form mostly so we have their contact information.  The last time a public at large position was vacant we advertised that we were seeking a person interested in winter recreation to serve on the Committee.  Part of the selection was consideration of both geographic and winter recreational interest to  help balance the other Committee member interests.  OTC officially appoints the Committee members. 

The Winter Recreation Advisory Committee has a very narrow scope.  They don’t have any decision authority but simply provide input to ODOT. 

Rail Advisory Committee

"Direction came from the OTC and I would say that the same types of organizations are always represented.As an example, we have 21 short line railroads in Oregon but representatives wouldn’t necessarily be chosen from the same companies, over and over". Positions aren't advertised, as far as Bob is aware of. "In the past I think we have approached candidates to determine whether or not they’d be interested.  It is a rather small world represented by the RAC so we know most of the folks occupying the field at any given time."

There is no application form - "when there is a vacancy we discuss who all is out there at that time and whether we think he or she would be a good fit for the RAC.  Then we have to determine whether that person has any interest in serving." If they agree, they become part of the committee.

Oregon Freight Advisory Committee

New members are recommended by OFAC and appointed by the ODOT Director. When a member leaves the committee or no longer represents the particular membership category they had been, they will be replaced by a new member who represents the open membership category. I’m not clear how or whether the open positions are advertised, but I can follow up with committee members that have been around for a while to see what they’ve done in the past. Oftentimes, when a member leaves the committee they find a replacement, which could be from the same organization or business.

At least 70% of the members should represent the private sector, membership is capped at 32 members. General membership in the committee is open to any adult representative of a freight service provider, shipper, trade association, or business directly related to freight activities, and citizens experienced in freight mobility issues. Members should be interested in advocating and advising on the cost effective and efficient movement of goods and services and able to contribute to the development and implementation of investments, policies and practices that benefit inter- and intra-state freight mobility. This description is noted on the application form.

Oregon Bicycle and Pedestrian Advisory Committee

The ORS that created OBPAC (ORS 366.112) has categories of membership – student, local agency, bicycle business, etc.

 

 

Governor's Advisory Committee on Motorcycle Safety

It is an 8 member committee appointed by the Governor.   At least two members will be female riders.  The preference is for the committee to be geographically diverse and represent riders that cover the variety of styles of motorcycles available.  This ensures the different types of riding and the cultures of people riding each type of motorcycle are providing guidance.

Troy Costales worked with one of ODOT’s HR representatives (JoAnne Robison) recently to advertise the positions.  Additionally, we advertise through word of mouth, printed informational flyers posted in motorcycle dealerships, and direct mailing and email notices to publically known riding clubs throughout Oregon.  An example follows.

The application is through the Executive Appointment Interest Form. I am planning on discussing with Traci Pearl, a request for additional information on the application or a supplementary document that asks for information specific to any online media presence the applicant may have.   This request essentially would become part of the background review of the applicants to reduce the chance that past behaviors or current beliefs /public positions are in direct conflict with the mission of the GAC-MS or any of the minimum expectations set forth by the Governor. 

The Governor has indicated that applicants, at a minimum, should reflect the diversity in Oregon.This includes gender, ethnicity, sexual orientation, geographic location, political perspective, and age at a minimum.In addition, the request to serve on the GAC-MS is that you be a motorcycle rider interested in advising the Governor, the Agency, and the Governors’ Highway Safety Representative (Troy) on issues related to motorcycle rider safety as well as all motorist safety through data driven decisions.

Members of the Committee, in partnership with TSD Administrator Troy Costales and Highway Safety Section Manager Traci Pearl, conduct interviews of the applicants.Results of the interviews are forwarded to the Governors’ Transportation Safety Policy Advisor (Karmen Fore) for consideration of the results of the interviews.The Governors’ office makes the final decision on the appointments to the GAC-MS.

Public Transportation Advisory Committee

In 2012, the Division was expanded to include Rail & Public Transit and the new division administrator requested a review of the current PTAC membership along with the attendance and engagement level.  During that review it was determined that a “reset” was needed.  A number of member categories were adjusted, new members were solicited and a new chair was elected.  (These changes were all reviewed by Director Garrett and approved by OTC).

Approximately half of the PTAC member categories are agencies or organizations that “self” elect their PTAC representation member.  The other half are made up of regional representation, population representation, or public transit partner representation and these are ODOT appointed positions.
When an ODOT category position is open, the PTAC chair shares this information with current PTAC members asking for informal nomination and/or a membership discussion takes place during the PTAC executive committee member.  If a person was “nominated”, Rail and Public Transit/PTAC support reaches out to the individual sharing information about PTAC, meeting dates and inquiring about their interest. 

If a person voluntarily shows interest in representing a category on PTAC, we ask for an informal “memo of interest” that includes a brief description of how they represent that category, their current position, and the reason for their interest.  The Rail & Public Transit Administrator reviews the memo of interest and if he/she supports the individual, it is presented to the PTAC Executive Committee for review and their recommendation. 

The Rail and Public Transit Division Administrator presents all new PTAC category membership possibility to Director Garrett for final decision as well as renewal of member terms.  Director Garrett issues a welcome or renewal letter and membership term notice.

PTAC does not have a formal application form.  We do have a membership form and the Title VI representation form that is voluntary and anonymous.
