Knowledge Testing for License Renewal in Oregon

In 2012, ODOT Research Coordinator June Ross produced the report, Should Oregon DMV require a knowledge test at renewal?, in response to a request from DMV.  This study concluded that available research and information indicated little value in requiring re-testing for license renewal - particularly in a state that actively educates the public regarding changes in driving regulations. This guide updates the information from the previous report, focusing on potential safely impacts of requiring knowledge or skills tests for license renewal. Examining the literature from 2012 to the present, research almost exclusively involved improving driver's training and/or assessing readiness to drive for beginning drivers, or considering policy for license renewal for senior drivers. Because the update is focusing on renewal policy, information on new driver policies were not included. Almost all states require a knowledge/skills test if the license has been expired, although the period of expiration triggering a re-test varies from 6 mos. to several years, depending on the state.
